Modcity was founded by partners with two decades of experience in high end custom home building, and several years across investment banking and private equity. In 2023, we shifted our focus to fourplex development following the enactment of By-law 473-2023 (Multiplexes in Neighbourhoods).
Driven by a commitment to addressing Toronto’s housing crisis, Modcity’s founders are dedicated to creating accessible ‘missing middle’ housing that bridges the gap between affordability and quality living.
As Toronto’s leading fourplex development company, we are on track to deliver 100 fourplex buildings with garden suites by 2030.
This represents a significant increase to the supply of spacious, family-friendly units in desirable neighbourhoods, providing attainable housing for over 500 families and addressing Toronto’s critical housing shortage.

Our Design-Build approach streamlines the acquisition, entitlement, and construction processes. Serving as your single point of contact, we expertly manage every aspect of your project—from coordinating consultants, subcontractors and suppliers to navigating municipal departments within the City of Toronto.
01. Preliminary Discussion
Goals Analysis and Financial Review
During our preliminary discussions, we’ll provide you with a detailed overview of Modcity, including insights into our processes and project delivery stages. This is also an opportunity for us to learn about you and your goals. Once we’ve clearly defined the project objectives together, we can explore how Modcity can best support your vision.
02. Acquisition
Locate Property and Negotiate Purchase
Modcity identifies the ideal property by meticulously evaluating multiple sites to minimize permit approval challenges and construction risks. Following a comprehensive analysis—including a review of site conditions and applicable planning policies—we prepare and submit an Agreement of Purchase and Sale that prioritizes the owner’s best interests. We also negotiate optimal acquisition terms and fully rebate any agent fees earned back to the owner.
03. Entitlement
Planning Approvals and Building Permits
The Entitlement stage involves securing all required planning approvals and building permits to bring the project to life in alignment with the Owner’s objectives. Modcity manages and coordinates a team of expert consultants, prepares submissions, and negotiates directly with city staff. We secure permit approvals within five months of property acquisition, 35% faster than other builders.
04. Build Out
Construction and Turnkey Occupancy Delivery
We execute construction at a guaranteed fixed cost and complete the build within 10 months of permit approval, 20% cheaper and 30% faster than other builders. This phase is the most complex, involving the coordination of over 100 trusted subcontractors and suppliers, along with eight municipal bodies, to deliver a project that meets Modcity’s exacting standards.

Principal, Operations
Ron is responsible for leading the day-to-day operations at Modcity, driving strategic direction, and ensuring the company consistently achieves its business objectives. He provides leadership across all facets of the organization, including operational and project management, financial oversight, and marketing strategy.
With over a decade of experience in the construction industry—particularly in the custom home sector—Ron brings deep expertise in project execution and client-focused delivery.
Ron attended Ryerson University for a Bachelor of Commerce in Business Management.

CRANE LIU
Principal, Construction
Crane oversees all construction activities at Modcity, ensuring projects are delivered efficiently, on time, and within budget. He is responsible for managing project schedules, directing subcontractors and superintendents, and maintaining strict adherence to quality standards and delivery timelines.
Prior to co-founding Modcity, Crane successfully owned and operated a custom home construction company for over a decade, where he delivered high-quality residential projects.
Crane holds a Bachelor’s degree in Economics from York University.

ROHAN SADANA
Principal, Planning and Acquisition
Rohan is responsible for the entitlements and permitting process of fourplexes, in addition to financial underwriting and evaluating new acquisition opportunities.
Prior to co-founding Modcity, Rohan spent several years in various investment banking and private equity institutional roles at Desjardins Global Asset Management, BMO Capital Markets, and Alignvest Student Housing REIT.
Rohan holds a Bachelors in Business Administration with distinction from Ivey Business School at Western University.

YIGAL RIFKIND
General Counsel
Yigal is a legal professional with over 20 years of experience in real estate and business law. Since 2004, he has built a strong track record in real estate litigation and trial advocacy, successfully setting precedents in the Superior Court of Justice.
As General Counsel for Modcity, Yigal reviews agreements and provides legal advice to the executive team.
Yigal holds both a Jurid Doctor (JD) and LLB with distinction from Osgoode Hall Law School at York University.
TOMMY WANG
General Superintendent
As General Superintendent at Modcity, Tommy brings over 25 years of experience in the construction industry, overseeing on-site operations with a focus on efficiency, safety, and ensuring that proper execution techniques are deployed by subcontractors.
Tommy’s expertise ensures that Modcity’s projects are executed seamlessly, from construction start to substantial completion, occupancy, and the warranty period thereafter.
RICKY YIN
Site Superintendent
Ricky brings over 10 years of experience in the construction industry to his role as Site Superintendent at Modcity, with a specialization in exterior finishes and groundworks.
Ricky is instrumental in ensuring that Modcity’s projects are delivered to the highest standards of quality, safety, and efficiency.
SERENA DENG
Advisor to the Board
Serena is an Advisor to the Board and is involved in capital raising efforts, growth and strategic oversight. Serena spent several years in various investment banking and private equity roles at CIBC, BMO Capital Markets, and Oxford Properties Group.
Serena holds a Masters in Financial Economics with distinction from Rotman School of Management at University of Toronto.
